CONDENSED VERSION OF THE POLICY OF THE LIQUOR CONTROL and
LICENSING
BRANCH (LCLB)

888 Wing
is registered as a Non-profit Fraternal Society holding a Liquor Primary Club Licence.
We are subject
to the same rules, regulations and policies of the LCLB as any other establishment such as “no minors during bar hours”,
bar closing times, intoxication and gambling to name a few.
As a membership
club we are required to “sign-in” a non-member guest and that guest must leave with his or her sponsor.
We may occasionally
treat our customers to a free drink, however, we cannot give away multiple drinks
that could lead to over-consumption.
It is our
responsibility to make sure patrons do not become intoxicated while in our establishment.
Gaming pools
associated with major sporting events are prohibited under the Criminal Code of Canada.
A briefing
was held in the Wing January 27th with the Liquor Inspector, Phil Cashman, Duke Reid and Al Hampshire who is the
Licensee. The Inspector took us through the manual and mentioned several topics of concern being:
1. No minors
are permitted in the building at any time the bar is open. (We have written a
letter to the Branch Manager requesting relaxation of this law for memorial services only)
2. Bartenders
are required to hold Serving it Right certificates,
3. Bartenders
are not to consume any liquor whatsoever while on duty.
We are subject to random inspections at any time without notice.
These are just a few of the rules that affect us from day to day and you are encouraged
to go to the LCLB web www.gov.bc.ca/hsd, look under ”Liquor Licensing” and especially pages 10 and 14. Appendix I list the penalties should
one stray from these rules.
And now
for the plus side in holding our License as a Fraternal Club. Under LCLB Policy Directive No. 08-05 we are subject to:
Non-profit
fraternal societies holding Liquor Primary Club licences will continue to be required to submit names of top four officers
annually, but will no longer be required to submit criminal record history forms. Criminal record history forms will be required
from the President only.
a. The
Branch recognizes that officers are elected annually and that few officers are directly involved with the operation of the
licensed establishment therefore;
1. Up
to date lists of the top four table officers are required by the Branch at all
times and;
2. Only
the President must complete and submit the Personal History Summary and Consent for Criminal Record Search and Consent for
Disclosure of Criminal Record Information.
3. A
Resident Manager is subject to the same procedure as 2. above and is included with the list at no extra cost.
In summary,
these rules and regulations are in place to help us as a Club to avoid the extreme awards
being handed down by the judicial system in lawsuits where liquor was involved. Third party liability insurance costs
have skyrocketed as a result and once a settlement is made the cost of renewal insurance due to the risk factor is, in most
cases, prohibitive.
While the
Wing Executive Council recognizes that the Members of 888 Wing are law abiding citizens in good standing we will take every
precaution possible to prevent any discredit to the Wing or its members.
The Wing
is operating very well due to the great efforts of the volunteers and you will not see any deviation from the practices established
in recent years. The members cooperation and understanding of the facts before us will ensure that we remain the most actively
populated Wing in the Air Force Association of Canada
